Perhaps you would have to bill the customer for the extra time you were stuck in traffic / broken down / queued at an inspection station. Then they would legally be forced to pay or get fined. The bureaucrats must be laughing themselves sick! _________________ Australian 2015 Featherweight champion

You are probably right. Imagine a bill after flooding had closed the highway for several days.
The bureaucracy (in contrast to the public servants who actually do the worthwhile work police, transport compliance, etc) must be laughing. It is an overly complicated system to solve a problem that might not exist. Is there any evidence that owner drivers are disproportionately causing more accidents than anyone else? No one has put any forward to my knowledge. Will the "cowboy" truckies stop breaking the law if they are paid more? Probably not.
The more likely outcome of this legislation is that no one will want to risk using an owner driver. Banks will reposes the trucks from the owner drivers and auction them off. Big companies will buy them up cheaply and hire the poor ex-owner drivers at award wages. The same people will be driving the same trucks for less money, but now it will be "safe". _________________ So even the rain that falls isn't actually going to fill our dams and our river systems

Trucks have large blind spots.
Saw Car Crash TV last night. A car failed to give way to a truck by changing lanes within the trucks minimum safe stopping distance. The car started from and finished in the trucks blind spot. There was no way the truck driver could know the car was there. The truck hit the car a few times and eventually the car bounce off and spun.
The commentator talked about tailgating. The video was clear. The car was in the wrong. It was the perfect opportunity to put a camera in that type of truck and show the lack of vision. The program could of educated the viewers and made the roads safer for everyone, but instead they chose to reinforce ignorance. _________________ So even the rain that falls isn't actually going to fill our dams and our river systems
