one of the criterea is to have a third channel for a main power switch. does this apply to hobbyweight or can u just rig it with a failsafe???

seriously, all of your questions should be going in tech chat...
absolutely no idea what your asking about but taking a wild stab in the dark ill just say a third channel remote power switch isnt needed, a failsafe would definitely be advisable especially if its using a weapon.
it said it in the part that says you have to a switch to turn off weapons that can be activated in 15 seconds

ah okay, there probably refering to a power switch you can access in that time.
