PCM stands for "Pulse Code Modulation", which is a binary-encoded (1010010 etc) value sent from the transmitter to the receiver, rather than a pulse-position encoded signal that normal FM/AM radio's use.

It doesnt necessarily imply failsafe's, but because a PCM radio can detect and ignore invalid signals (unlike PPM), most of them include a failsafe function built in, where the receiver moves to a pre-set position if it doesnt get any valid signals after a little while.

You would want to check that a particular PCM radio does include a failsafe function though.

Would i be getting problems with my ibc's failsafe running and the radio controle failsafe running at the same time

no, PCM radio receivers's never output invalid servo signals, they just ignore any invalid positions or move to their pre-programmed (valid) failsafe position, so the IBC's internal failsafe wont trigger unless you turn the radio off.

I don't know about all PCM radios but ours (futaba 9CAP) will atempt to "clean" a noisy signal before resorting to failsafes. The actual failsafes are programed through the radio to change the pre-asigned failsafe point that the servo will return to, or the failsafes can be switched off which causes the servo to hold its curent position (not good). If the transmitter is switched off the reciever failsafes to the preprogramed positions.
