Yes it’s called an angle grinder.
If you get ½ joining links you can pretty much do without any tensioned. Just shorten the chain ½ a link at a time. They exist for that size chain as I have a couple.

We have a chain breaker, but sometimes I'll still just use the angle grinder when I loose the breaker. Just grind down the pins till they are flush with the chain and then I used a nail and hammer (I don't own a real center punch) to knock it out.
Actually I lost the clip for the extra link in Avenger's axe today and just used gaffer tape to hold the chain together. It lasted the whole day.

I've found a couple of places in the US that sell the master link for the Oatley scooter motors. This chain is refered to as #25. The cheapest place I found have the master link at USD0.95 each, they also see the chain in various lengths that include the master link, although I have found Oatley is considerably cheaper (AU$7.95 for 112 links compared with US$11.95).
They also offer overseas shipping.

I've just looked at how much it would cost to get some master links and offset links sent out, it was frightening . For US$18 of parts it was going to cost something like US$89 for freight via UPS Worldwide Express, US$86 via UPS World Expedited or US$23.35 for USPS Priority (don't know if this is available for international orders, I hope it is )

A cheaper place for high power motors is TNC Scooters (http://tncscooters.com/partsdb.php?type=ES), these guys have got 36 and 48V motors as well as the controllers. A 750W 36V motor for US$50, they also have 1200W 48V motors for $85.

I have found USPS (United States Postal Service) "Global Express Mail" to be the best value for money vs speed as far as package shipping from the US goes. Its usually under 7 days (sometimes 10-12).
UPS (United Parcel Service) and Fed-Ex are horribly expensive and only save 3-4 or days and you just about always get hit by customs and GST when using them. Global Express only gets for you GST/Customs if the order is $500-700+
If ordering from a private individual, get them to ship directly from the post-office as well.. Some of them use "online shipping companies" when you ask them for international mail, which are typically 2-3x times the price of the post office. _________________ Great minds discuss ideas.
