Did you bother to read past step 1 of my post ?
Unless you want the speed in inches per hour, you have to change the circumference measurement into the units you want. since you measured in inches, we will assume (imperial) miles here..
There are 12 inches to a foot, and 3 feet to a yard, and 1760 yards to a mile. so there are 63,360 inches in one mile.
if your wheel is turning 250rpm, then it is covering 5000 inches a minute as you figured out. so multiply that by 60 (minutes), and you get 300,000 inches per hour.
